I mean yes, and no.
Do I believe there was cut content to lengthen the game and increase profits? Yes.
Do I think Bungie did it? No.
Do I think Activision did it? Yes.
Bungie made the stuff but Activision was the one selling it. They're to blame, guys.

To be fair; It is the communities fault as a whole for still thinking the pre-ordering is relevant. If you can make money with minimal effort, you use minimal effort to rake in piles of cash while trying to extend your game as much as you can. That's business.

Exactly right. Best way to stop it is to NEVER pre-order.
