Even if it is rng if someone has many raid + nightfall completions and multiple flawless runs on trials I'd say they have earned it then. People complain when he doesn't sell it must forget that it is by far the most useful pve weapon and raids and strikes would be absolutely ruined if everyone had them as they'd be easier than they already are
