Probably when HoW released. I am sure they did the usual coding mix-up, one group using a different build from another and it got pushed out. This build was missing the Husk. It took a few weeks of them talking down to the players who were trying to find out why nobody was getting it. When enough people are complaining, they may take a look, which they finally did, but it sure took a long time and as usual they were being very condescending to the people trying to have it looked at.
