Signed. Completely unnecessary. Just requires more waiting for PvE with the same ultimate effect; however, limits playability for those using it in the heat of combat. On the PvP side, completely hinders its use. 8 seconds till you have a bullet? I don't think anyone truly feels it needs any modifications for PvP. Here's to hoping that Bungie listens to its fans!
