For what, the handful of situations where it shines? It is a tank killer for sure.

It shreds bosses with its high impact continuos shots. It's a legendary with pretty much infinite ammo. It even out shines the exotic ice breaker. It's still going to be good since you'll still be able to chain 21 shots. (18 reserve ammo + 3 shots in the magazine) and you'll be able to have more with the increased sniper or special ammo perk.

You only get continuous ammo if you can continually get three crits in 2.5 seconds. If you are getting shot or swarmed or if the target moves much, that is hard to do. Other than tanks, I think white nail works for me about half the time I try to make it work, and sometimes I don't even try.
