U still get rewarded for not having to reload so you're dealing faster damage per second, the white nail perk is still going to be useful, it's just not going to be as ridiculously useful as it was.

I personally don't like the change.

I can just use any other sniper with a six round clip and fast reload lol. Black hammer is now pointless especially with its small clip size
