For every other hand cannon, yes. But when you have the holding aces perk on a Hawkmoon, it means 3 random bullets do much more damage. An increase in the mag decreases the effectiveness of the perk. Trust me, if every Hawkmoon owner was offered a 6 bullet mag instead of 12, everyone would jump at the chance. Because it basically means half of your magazine can kill in one shot.
