I've never actually been in a situation in which someone is excluded for not having a gally. Usually it's just like:
> *Player joins game*
> "Do you have a gally?"
> "No"
> *Small sigh* "It's fine"

My fireteam members are usually subjected to this... "Right, lets see what you are rockin..." [inspects] "Hmmm, a blue gun? Lets hope we can drop you a xxxx to replace it. Lets get you teh l00tz!!!"
