yes the raid weapons are some of the absolute best in the game, and BH still has ridiculously high impact for a sniper rifle. These changes will lower the back end DPS, but within the first 20-30 seconds, it will remain unchanged.
Only 2 guns in the game regen ammo now, and they are both exotics.
In fact, BH will remain a higher dps tool than Icebreaker while it has ammo in reserve.

But black hammer doesn't just regenerate ammo. You have to actually make three fairly quick precision shots. Excepting the bosses with the biggest hit box, you're not going to be able to do this every time. Even if you can, it rewards skill unlike Icey which just regenerates regardless
