I've got a theory as to why they're changing the way the perk works. So the Black Hammer was addressed in the exotic section, even though it isn't exotic. I think this means that Bungie thinks the perk on it could be used better on an exotic. Now, there's a new sniper called Sleeper Stimulant or Sleeper Simulant, I can't remember. Anyway, I think Bungie is changing the perk because they're going to recycle it and put it on the new exotic sniper in TTK.
