I would literally never use it again with the new change. Impact is great but there are plenty of other better overall snipers that I would use instead. Currently Black Hammer requires a high amount of skill to chain 3+ magazines against a boss or other encounter, and making only supremely useful with a skilled user. I think the change will defeat any purpose the weapon serves, and place in in a special hell reserved for those once beloved but now forgotten. :(
