I may have worded it wrong. Majority wouldn't hit 18. But these instances are why they are changing the perk. There is also gear that lets you carry more special/sniper ammo. BH also has a quick reload perk. So what's the problem again?

I will just use ice breaker.. Better than running around for that one shot.

Not anymore though. While your waiting for those 8 seconds for that 1 bullet to reload your already for the rushing captains with scorch cannons. And also Signed
