It isn't being "annihilated". It will still have fastest DPS and best stun lock on bosses. You'll just have to carry special synths or look for ammo. It isn't even "weaker", it's just much less cheesy. Or, switch to an Ice Breaker while clearing adds, wait 48 seconds, switch back to Hammer, just like magic, you got 9 shots again.
