Because the CMs are totally the ones who make the prices and balance the weapons, and definitely not, you know, the game developers and stuff.

No, the CM's are the pillow the community can go to to scream into, or the punching bag you can take your anger out on. Their job is to take the shit, filter out the shit that is slightly less shit, and pass it on to Bungie.
