I ain't no admiral, could be wrong. But the covenant we faced in halo 1-3 was "disbanded". The prophets who were left went into hiding. There was an elite who managed to keep a group of all races together who worshipped the forerunners instead of just the journey. Or something like that. That's who you faced in halo 4.
