Specifically for the fact that you're already on 360 I'd get a one, so let me clarify a few things:
DLC's transfer, all you have to do is go to the store on the ONE and redownload them at no additional price
Destiney's Characters DO transfer: you will keep your character without having to anything special, just load up the game like normal
HOWEVER
If you're not buying specifically for destiny then just pick which one has better (in your opinion) games

Yes, technically you buy the dlc for your profile not your console, and the characters stick to your profile as well Hope this helps
