Customization options for armor in Halo 5 include:
Helmet
Visor
Body Armor
Armor Skins
I don't know why it was done, but I can confirm there will be hundreds of customization options (Helmet, Visor, Body Armor, Armor Skins, Weapon Skins, Weapons) with more coming for free post-launch.
