Works for armor, not for weapons.
But the chances of getting Master Rahul to turn a blue engram into a legendary is slim as we all know.
The rewards from Tigers are Vanilla blue armor engrams. I did a few last night and laughed that I received some blue armor that had 4 light. LOL
