Because it's one of the hardest rocket launchers to get. If he did sell it.. then it would be commonly known, and be no point in getting it.

It's already commonly known. But they are eventually going to have to give the people what it is they want.

Yeah. But not a lot of people have it. Which makes it a lot harder to get it. It's why people want xur to sell it. Plus, I'm pretty sure it's the best rocket launcher in the game right at this point. Until they create a better one.
