I was thinking something similar but have venders sell one when you rank every 2 or 3 levels for that one vender. IE: dead orbit sell one at rank 3 6 9 and so on

I don't hate this idea, but what if a player is already passed those certain thresholds? Say, if I'm a level 10 right now with Dead Orbit. Bungie implements this tomorrow. Do I get credit for already reaching levels 3, 6, & 9?
