I manage to easily build something superior to the ps4/xbox1 for £400 (as I said I can get parts a lot cheaper) I can run any of the crysis games on what I can build with £400 on high or better settings at that. When the Ps4/Xbox first came out it was harder to build a rig that was similar in spec, now its even easier. I appreciate each console/PC for its benefits, Xbox have some great games like Forza/Halo ect PlayStation Tech spec wise has a slightly more grunty machine with a few games ect. PC overall has the most potential but to use that potential your average person is looking as some serious Wonga.
