4) Thousands of people were involved in the SPARTAN-II program. Details aren't going to be 100% contained, especially when ONI went public with the Spartans in 2547. You can sort of get an idea on how these "rumors" got started based on Hunt the Truth, were Anthony Petrovsky supposedly witnessed John-117 and other Spartans when they were recently augmented.
