Ive seen lots of developers sell old games with all the DLC's for the original price and call it the game of the year edition to try to get new customers. But they usually do it after all the DLC's have been out for a while and don't release it at the same time as a new DLC.
An example is fallout 3 and fallout new Vegas. Pretty much almost a year after the last DLC for each game they came out with their $60 bundle which included everything. I took advantage of this cuz I'd never played them before.
I don't think it would be a problem like it is now if bungie or hacktivision would wait longer to release their legendary edition.
