It did, before they decided not to. If you bought the expansion pass from the beginning it did state a new raid. Not that it matters really, it [i]didn't[/i] state there would be a horde/arena/firefight mode but there was. As a substitute it would be fine, but Bungie themselves said that they wanted time to make a decent raid and that we would get it later in the year. The issue now is that everyone expected a delayed HoW raid, but on a technicality because of the wording Bungie could just cop out and say "Here, TTK raid! Just like we said, later in the year." Which would kinda suck as it does feel we were deliberately led to believe we would get a HoW raid BEFORE TTK.
