It did, before they decided not to.
If you bought the expansion pass from the beginning it did state a new raid.
Not that it matters really, it [i]didn't[/i] state there would be a horde/arena/firefight mode but there was. As a substitute it would be fine, but Bungie themselves said that they wanted time to make a decent raid and that we would get it later in the year.
The issue now is that everyone expected a delayed HoW raid, but on a technicality because of the wording Bungie could just cop out and say "Here, TTK raid! Just like we said, later in the year."
Which would kinda suck as it does feel we were deliberately led to believe we would get a HoW raid BEFORE TTK.

Hmm, I guess I just read that differently then and assumed they meant the raid was coming in the next expansion (the taken king, which wasn't named at the time). And I did buy the expansion pass at the beginning but never saw anything about it saying there would be a raid with each expansion. And if it did then the wording has definitely been changed now and I can't find any evidence of what it originally said by googling it.

Its all a bit too cloak'n'dagger really, there have been plenty of examples of promises being lost. It would be nice if we did get another raid before TTK, but I seriously doubt we will. I was happy enough with PoE to be honest, the only let down was 3 players instead of 6. Led to some awkward moments between raid friends!

Yeah I miss the 6 person content too. And prison of elders takes too long sometimes that it gets boring fast. If I'm killing everything that easy in the 32 and 34 levels, I shouldn't have to sit through three identical waves on repeat only to do three more identical waves. I got everything I wanted from PoE except my void scout rifle, then I'm done with that and back to running VoG and Crota's End teaching new players how to do it.

I even got the solar and arc versions of the scholar. I wouldn't mind getting void of that one either, I just want a void scout rifle lol.
