Yes, but it does NOT replenish super when I kill an enemy with grenade...

Replenishes! Not completely fills, by that standard, titans storm fist with amplify should give them an instant super also

It just has a 10 second cool down, still gives even when you deal damage. The perk still works better than intended.

Uhh yes it does, just tried it out The Perk is on a 10 sec cooldown now because of the glitch
