I've never seen a swarm grenade get a multi kill before unless it was against level one enemies.
Bungie fixed it to address PvP more than PvE. Swarm deals only 9 damage per hit if I'm correct. Wouldn't be able to kill one player and then another with the rest.

if both was weak you could and yeah the swarm nades suck but i have gotten a lot of multis with scatter and nova and solar with wl and the titan nades that pluse are real killers and can kill multis not sure if the patch will count after the first kills with the same nade

They'd have to be ridiculously low on health and close. Scatter grenades a far stronger than swarm grenades. With the new armor that makes them track, they nearly kill or bring the enemy close.
