Astral horizon (the TOO shotgun) was originally supposed to come with rangefinder, shot package, and hammer forged until it was changed for obvious reasons

Wouldn't have happened because shot package and rangefinder share a perk slot. And no, bungie would not have changed an entire skill tree just for this one gun.

This gun was an exception to this rule, just like firefly on fate bringer. So yes this actually IS possible.

Fatebringer doesn't not have perks that should keep the same slot. Firefly is the first perk unlocked, then outlaw just like other guns.
