I like the implications for pve but does it have the same effect in pvp? I personally love it when an exotic has usefulness in pve and pvp. I'd say maybe it would halve shield recharge rate or give each bullet a chance to completely wipe out a shield on each shot. Maybe combine that with luck in the chamber to make a new exotic perk.
