We have never seen a true Fallen face. This is brought up in the Skolas: Defeated grimore card. It states that Petra comes in on an unmasked Variks in an ether-air filled room. The Fallen were not always like this. They had the Travelers blessing, or the Great Machine, that gives all if whom it blesses planets with strong atmosphere for whatever type of chemical they breathe.

The fallen were basically changed by the traveler and now the reason they act how they do is the simple fact they now require ether to survive..which the traveler gave them.
