The gjallarhorn is meant to deal a large amount of single target damage via cluster tracking, it only works as a boss killer due to that exotic perk. I would have to assume that was how it's meant to be used so no nerf is needed, besides if bungie was considering that we probably would have heard about it a while ago. I only say that because it's been a known thing that it's a major output of damage.
