So... What's the point of Voice Acting characters in Destiny if they only show up for a couple lines?

You'd think with a good sizable budget for what they had that they'd Atleast find a decent reason to voice characters? But instead it's all reduced to mumbling gibberish in the Tower and the Reef.
I think half the budget for Voice Acting was just to hire Peter Dinklage to say "Open a Door" fifty dozen times.
Here's an idea! Don't bother having voice acted characters at all! They don't really hold any meaning atm anyway! There's no story for them to tell, so why bother even paying for a telling of a non-existent story?
Maybe put that money to some good use instead... Like Faction Wars in the Crucible! Or maybe send DeeJ on a holiday and let Urk do everything?
OR maybe open up the door near the speaker as a "Tower Library" for all the Grimoire Cards... But there VOICED!
