Instead of a shooting range. Add a weapon hire vendor in patrol. Any gun can be hired but, it's on a timer and will disappear from inventory when clock hits zero. You get to test guns on existing bad guys in the patrol area. While guns rented, all of the following is suspended: XP gain bounties Etc... You can't use these weapons to level up or complete quests It's a way to try awesome stuff out, have fun and not level up so should keep everyone happy. Just charge 1 strange coin per hour...
