I figured it out, Bungie doesn't want optional matchmaking because people would get through end game content too quickly and not have anything else to go for.
What I don't think they are quite understanding yet is that if the end game content is fun, it is going to keep people around much longer than those who get to level 30 and quit because they can never get a good full fireteam for raids or PoE because to do so would require them to get out their computer (or go to it) post and look for games and try to join.
Here it is, make one of the useless tower characters the hub for open games. Gametype (VoG, CE, PoE, Nightfall), Level of Content (28, 30, 32, 34, 35) Level Requirement (28-34). Here people can either post a game, or browse open games. Now it's in game, it isn't "matchmaking" per say, it allows everyone to find a game to play in, and has the same "chances" of having a scrub team as the websites do.
