I have a theory. What if Ben Giraud, AND Master Chief accidentally caused this revolution to flare up in the outer colonies? With Ben exposing the truth and the Chief [u]supposedly[/u] shooting up the peace conference on Biko, I think that they BOTH caused this revolution. The Chief's actions were the lighter and then Ben's actions were the spark that set off the powder keg.
