I have never understood why this is such a coveted perk in the eyes of so many Destiny players.
Doesn't matter which weapon class; Shotgun, Handcannon, Scout rifle, if your weapon has this perk, you're going to make a forum post about how sick your roll is.
I honestly don't understand it, let's say you have a magazine of.. Let's say an average of 6 between handcannons and Shotguns.
One random bullet will do 33% more damage. This is simply an unreliable damage source, if you actually hit your lucky shot before needing to reload. Even hitting this shot usually won't turn the tide of the gunfight; if you're banking on that extra 33% damage on your shotgun to kill and it doesn't proc, then you're dead.
Scout rifles and any weapon with more than 9 bullets in the mag makes this perk pretty much entirely useless, 10% chance to do more damage ONCE? How do people think this perk even comes close to Feeding Frenzy (Effectively sleight of hand) or Outlaw (Sleight of hand on steroids for headshot pros).
TLDR; Waiting for the lucky shot makes you refrain from smart reloads, it is unreliable damage, and in my eyes; a waste of a perk.
Edit 1: Hawkmoon: 3 x Lucky Shot
Luck in the Chamber: 1 x Lucky Shot.
If your only response is how a weapon with this 3 x this perk is good, then you are simply validating my point.

Final round plus LITC plus something that decreases mag size and increases something else. Lots of 2 shots in PVP.
