Personally, I think this rocket is the best legendary rocket launcher. It has the highest blast radius and velocity in the game, this alone deserves a merit. Obviously, unlike HoC, It doesn't have tracking, but I think tracking isn't really necessary in most situations and in most of these situations, its very high velocity makes up for tracking. The only time when tracking is necessary is when your target is at a long distance and/or strafes very quickly (such as wizards). Against bosses, you only really need tracking for the archon priest and Omnigul (Possibly Crota and Atheon). Phogath, sepicks prime, Valus, and nexus are huge slow targets. A big advantage it has over HoC is its ammo capacity. It can hold 8 rockets (4 in pvp) while HoC can only hold 6 (3 in pvp). If I'm in the Prison of Elders and have a 365 of both weapons, HV easily wins. Most, if not all of of PoE is close quarters combat, so tracking is almost negligible. HV wins because of its blast radius, which means more dead enemies (and possibly more damage), and ammo reserves. Being able to carry two extra rockets per synth is actually very good. Obviously I'd take ghorn over both of these because wolf pack rounds do a crap ton of damage, but If I ever need to use an exotic primary or secondary, I'm taking HV for my heavy.
