It's not. Blink Strike plus Backstab also is.
Overpowered does not mean "more powerful then (SIC) anything else". It means that it is "too strong". Huge difference. Should charge isn't OP, plain and simple. If you get killed by it and aren't taken by surprise, you really need to step up your game.

Shoulder charge doesn't require the use of a melee slot, and it is a one shot kill from anywhere, in any situation. You must live in crazy land, either that or you can't see.
