Yup. Was in one of the massive fix-all patches. Also, it's not really overpowered when compared to almost all other big-name weapons. Last Word has faster kill time(and can be fired automatically), Bad Juju can kill in three bursts(can also be fired automatically), Red Death can kill in 2 and a half bursts AND regenerate health, Hawkmoon can kill in 1 shot if you are lucky enough to get the bonus damages on one round, etc. Only real fix I can see that would appease everyone would be to lower the impact alittle and decrease how long the damage-over-time lasts by a bit. Even then, people would still find something to complain about. Lol.
