...but an ape is still an ape. It shows no signs of developing more complex biology, and even if it were, it can't be observed, and there wouldn't be a reason for the animal to develop this "higher form of genetics" so that the offspring would eventually exhibit "the need" for such a necessity to improve an already existing organism.

Macro evolutions occurs over time scales that can't be measured in real time. Of course it doesn't seem like apes are evolving. A million years from now all primates will either be extinct or something else.
