I would say if we're delving into db universe that after battle of gods vegeta shows he's more powerful for a split second and goku has only obtained his power of ssj3 etc in otherworld with a dead body as his usual normal body couldn't handle the stress of the emitting energy,
Regardless we don't need the whole destiny universe we just need a gorgon on his path and he's done

End of series Bruh Goku only does that to hyped powerful enemies, a gorgon is cannon fodder.

I could provide a few instances took doesn't do what you described. And if people were in any real danger that he cared about( they wouldn't be in danger from the vex but for this we'll pretend) then it would be game over. Angry goku doesn't play around.

Technically though he sort of does when he's angry I guess, for the purposes of "letting enemies go full power" he let freiza go full power after krillin was killed in order show him he could still beat him. So angry Goku does allow his enemies to go full power. [spoiler]I've never felt so nerdy in my life... I feel so alive.[/spoiler]

It is pretty fun lol, but you have to admit he was insanely brutal. He not only destroyed freiza physically but he tore him apart mentally.

Although you could argue that atheon could just send him to another time and space, but knowing goku he'll just buff his instant transmission so it travels through time as well. The bàstard always has a way out ;-)
