Obviously ammo rng hates you. I can get 6 or 7 rockets per pack and there's almost always at least 2 packs on the ground. Gjallarhorn literally can be a primary

Any rocket can do that truth is actually better for confluxes because it has a higher mag (less reloading) and a bigger blast radius (damage more enemies at once). Still, using a heavy as a primary is unrealistic.
