This happened to my team, we restarted it and I stayed on the top rock and it worked just fine

Yep - seems to be completely random. Some people get the bug and some people can run it just fine.

Strange thing that happened to me was that each one of our fire team was able to "start" the waves by deploying our ghosts. It let us each do it once and kept sending the first wave of enemies. Which was okay cause I had just popped my consumable and got a bunch a glimmer but after we each activates the first wave once, we were stuck and couldn't do anything more
