I opened the door and go to the sniper spot, I killed the first wave and no 2nd wave spawned, but I have to go to open the door again and same happened (it's nice spot to farm glimmer), then I noticed that if u leave 2 vex and go down to kill them, the second wave spawn and u can run to the rock and continue sniping.. I play from PS3
