VoC is a primary and should only drop on Hard Mode.
*EDIT* I stand corrected, thank you. Only done VoG a few times and only run it on hard now. Just assumed it worked like CE.

Wrong, VoC drops in normal mode, but unlike CE, in vault of glass you get reward from both hard and normal when completing a hard checkpoint
