I'd think so, yeah. It lines up with what II's can do combined with a jet pack.
Now, are they gonna be able to fight like that forever? Hell no.

I think this trailer is both a way to show Locke is a BA and 343's way of saying hey look this is how BA S-IV's are and they aren't inferior to S-II's to try and get those that hate(d) on them for bring knockoffs.
