I got 5 Vex from my first 10 Atheon kills on hard and still no Fatebringer. I can really only remember seeing Fatebringer drop once for somebody else but I've only beaten the Vault on hard 12 times and I'm sure a couple of those were just picking up the Gatekeeper or Atheon cp.
