Sunset Staff, not sunlight staff. There are two locations for it. If your intelligence and faith are both 20+, Felkin will give you one (NPC sitting in the chair with the cloak on). The other place is Aldias keep, outside in the corner in a mimic chest (kill the chest, loot the item).

I thought I might mention that Felikin is right before the Huntsmans copse. After exhausting dialog with the merchant near the 2nd bonfire in Heides tower of flame (the girl who sells miracles) she will go to Majula and you can pay her souls to move a pathway that leads straight to him.
