I'm pretty sure that the last word has the luck in the chamber perk which is why there is occasionally the extra damage.

You're thinking of Hawkmoon. TLW doesn't have LiTC.

He's probably talking about the "hidden perk" that every exotic may have. e.g thunderlord with firefly, mida with high caliber rounds, gjallarhorn with grenades and horseshoes etc etc
