The damage bonus applies to hipfiring [i]and aiming down sights.[/i] The damage bonus is only intended to apply to the former, not the latter, as is in the description of the eponymous perk. Which means people using the weapon with that perk are exploiting a glitch to give them an unfair advantage. That is, according to the terms of service, cheating.
